Essential Resident Update: The Switch from RPI to CPI

The Mobile Homes (Pitch Fees) Act 2023 is now fully in effect across England. This legislation changed the maximum indexation for annual pitch fee reviews to ensure they remain fair and sustainable for residents.

What changed?

As of July 2, 2023, site owners are legally required to use the Consumer Prices Index (CPI) instead of the Retail Prices Index (RPI) when proposing a pitch fee increase.

Why the change?

CPI is generally lower than RPI and aligns better with annual increases in the State Pension, protecting your cost of living.

  • Notice must be served at least 28 clear days before the review date.
  • If the owner uses RPI in the calculation, the notice is invalid. Do not agree to the increase; seek advice from LEASE or a solicitor.

March 2026 Update: Government Launches Official Review

For the first time in decades, the Government is formally reviewing the 10% commission fee paid to site owners when a park home is sold. This follows years of campaigning by resident groups and a National Day of Action in February 2026.

On March 5, 2026, Housing Minister Matthew Pennycook launched a 12-week "Call for Evidence". The government is seeking to understand:

  • The original rationale for the 10% charge.
  • Exactly what services or costs the commission is intended to cover.
  • How the fee impacts the sector's business model and resident finances.
