Key Requirements for a QRA (Mobile Homes Act 1983)

 

Membership Threshold: Must represent at least 50% of the occupiers on the site, with only one vote per mobile home allowed, according to Lifesure and LSL Solicitors.

 

Independence: The association must be independent of the site owner, who cannot be a member, says LSL Solicitors.

 

Structure: It must have a constitution and elected officers (chairperson, secretary, treasurer).

 

Recognition: The association should ideally be formally recognized by the park owner in writing, or determined as a QRA by a Tribunal, notes Park Law and Lease Advice.

 

Documentation: A list of members must be maintained and open to inspection.

Consultation: Site owners must consult the QRA on changes to the site layout, management, or improvements, as stated by GOV.UK and YourRetreats.

 

Collective Voice: It acts as the official representative for negotiating with the owner.

 

Information Sharing: The owner must consult on proposed site rules or pitch fee changes.
